Codrington Street & Lakeview Crescent Reconstruction: What Ward 1 Residents Need to Know
If you live near Codrington Street, Lakeview Crescent or Highland Avenue, you may be wondering when road repairs and infrastructure improvements are coming to the area.
The City of Barrie currently has the Codrington Street & Lakeview Crescent Reconstruction project listed as In Progress, with an estimated completion date of 2030.
This project is much more extensive than simply resurfacing the road. It involves rebuilding the roadway and replacing significant underground infrastructure.

Where Will the Work Take Place?
According to the City of Barrie, the reconstruction project includes:
- Codrington Street: Duckworth Street to Nelson Street
- Lakeview Crescent: Codrington Street to Rodney Street
- Highland Avenue: Cook Street to Codrington Street
The project is intended to renew deteriorating roads and underground services while also increasing water-network capacity for future growth.
The City’s storm and sanitary sewer networks in the area will also be expanded and upgraded to meet City standards.
What Work Is Planned?
This is a major infrastructure project that includes both above-ground and underground improvements.
The City’s project plan includes:
- Road reconstruction
- Watermain replacement
- Sanitary sewer and lateral replacement
- Storm sewer installation
- Sidewalk installation or replacement
- Street-lighting improvements
- Replacement of underground services to the property line
The City is also considering the possibility of incorporating Low Impact Development into the project. These types of green infrastructure measures are being considered as a way to reduce the amount of stormwater runoff and improve its quality.
When Will Construction Begin?
This is probably the most important information for residents who have been waiting for improvements.
According to the City’s current project schedule:
Design: 2021–2028
Utility Relocations: 2027
Construction: 2029–2030
Estimated Completion: 2030
This means that although the project is currently listed as In Progress, the actual construction phase is not scheduled to begin until 2029.

The most recent project update published on the City’s webpage is dated July 22, 2025.
At that time, the City reported that design work was progressing and field investigations were continuing.
Those investigations included subsurface utility engineering, geotechnical investigation and streetlight photometric studies.
The project has been in the design process for several years. Previous updates on the City’s website show preliminary design underway in 2021 and 2022, with the project progressing toward the 30% detailed design stage in 2024.

For residents in this part of Ward 1, there is a significant reconstruction project planned. However, based on the City’s currently published schedule, construction is still several years away.
